En mis viajes por México me he topado con varios municipios que tienen acceso a Internet gratuito para sus pobladores por lo menos en sus plazas. Todavía no es un "derecho humano" en el país, pero creo que algunos gobiernos locales se estan dando cuenta de la importancia de dar acceso gratuito a los ciudadanos.

Yes that is most ceertainly a basic human need. Like poking in the nose and the right to clip your nails during working hours.

As we have here a President who thinks about the wellbeing of the citizenry, this important item captivated his attention pronto.
